Speak to the man in Dagon Fel during his quest. Deliver his message to the Imperial Cultist Cult in Vvardenfell. Reward: A copy of the Codex Entry: “Favored by the Order of the Silver Hand.” Return to the Imperial Cultist Cult Leader, Rundas Brilus and receive the Codex Entry: “Favored by the Imperial Order of the Silver Hand”. Return to Dagon Fel, who is now one of the Cultists.

The Imperial cult at Dagon Fel [ edit ]
This quest will have you deal with a fellow Cultist, a member of the Imperial Cult. Rundas Brilus lives in a house in Dagon Fel, which has been converted to the order’s headquarters in the Imperial Cultist Cult in Vvardenfell. There, you must deliver the following letter to the cult’s leader, Rundas Brilus.
The Imperial Cult in Vvardenfell [ edit ]
“The Order of the Silver Hand is the most ancient of the Imperial cults and is the largest cult in Tamriel.”
The Order of the Silver Hand is a group of Imperial Cultists based at Dagon Fel (Vvardenfell). They have made it their main goal to bring the Empire to justice. Their mission is to spread the teachings of the order amongst the people of the empire, which includes a strong focus on “Imperial values”, specifically, “dignity, honor, courage and pride”. They also encourage the Imperial people, as well as outsiders, to follow the Imperial way. They have no particular members inside of the empire, though there are plenty of Imperial Cultists within Imperial City (particularly along the Riverwood border) and the College of Winterhold. Since the order’s focus within the empire was largely achieved through recruiting Imperials from the Empire itself, they are regarded as a sort of “mainstream cult”, though they rarely use Imperial or Imperial-related titles or imagery. They tend to shun the Imperial Cultists in Vvardenfell, though they’re often in the same boat as their Imperial enemy, the Dwemer, and will
