Small Business Grants for Women: 11 Incredible Opportunities

It is the mandate of the United Nations to make contributions in order to give support to the peace and security of the world, including to those nations and regions that are responsible for or have caused grave trouble and distress or for those that are in a general state of disturbance. By its mandate the General Assembly, by resolution 181 (XXXI), decides how much aid is expected to be given in order to facilitate the implementation of the resolutions (XXI,XXX) of the General Assembly. It is by this general mandate that the United Nations is made to function and carry out its functions and to provide for its activities. The authority of the United Nations rests, in this sense, on the general authority of the General Assembly. Therefore, it is not in accordance with Articles VI and XV of the Charter, which are in particular Chapter II (1), that the United Nations gives loans and grants aid. In these Articles of the Charter the General Assembly does not give loans. It is therefore not in accordance with the General Assembly’s General Assembly mandates either to have loans or to have grants from the United Nations budget or grants based on the general mandate. The terms of the General Assembly’s General Assembly mandates are laid down in these particular Articles of the Charter.

Article VI – General Assembly mandates are limited to one year (i.e., the mandate is only for the duration provided in the resolution). The United Nations is free to extend its mandate.

Article VIII – While general mandates have no obligation to carry out their functions, each General Assembly may impose requirements on the United Nations in order that it may perform its specific tasks in a more expeditious manner.

In order to fulfill a requirement of the General Assembly, the United Nations may refer a matter to an agency, as determined by the General Assembly.

To fulfill a requirement imposed by the General Assembly, the United Nations may enter into arrangements with any agency established by the General Assembly, or enter into an agreement, in accordance with Article X – In order to facilitate the implementation of the resolutions of the General Assembly, the United Nations may consult or arrange consultations with such agencies as it may deem necessary.

An agency is an individual or a corporation owned or controlled by a country, which is acting under the direction of a country. Such an agency may be organized in any manner in which it may be regarded as a government agency or may have legal personality. It may carry out its functions under a political authority or under the orders of foreign government. An agency is generally not recognized
