(1) It must be based on the local situation. Therefore, the project grant may not be paid until: (a) the development project has started. (b) there are not yet any impediments or delays in completion; or (c) the local organisation has met the prerequisites for award by the State Department on the project project. (2) The State Department may give a request for an alternative project grant if it is satisfied that the project is not in compliance with the project criteria for the local development project. (3) The State Department must give a request for an alternative project grant to the applicant at least 6 months before award of the grant. (4) Within 2 months after giving the project grant to the applicant, the State Department must notify the Chief Operating Officer to complete the application. (5) Within 14 days after receiving the State Department’s application for alternative project grant, the applicant must prepare and present the application materials and have them verified before receipt. (6) Before the application materials have been verified, a written statement in the same terms and conditions as stated in State Department approval applications is submitted by the applicant to the State Department. (7) The written statement must state: (a) the names and addresses of those involved in the project, the projects, the nature of activities under the project, and which projects are being funded; (b) the purpose for which work is being conducted under the project; and (c) the type and scope of the activities being undertaken.
