The White House said the United States would consider sending ground troops to help Iraq’s army and Kurdish Peshmerga fighters in their fight against the militant group ISIS.
“We are open to the idea of increasing our military support to the Iraqi government and their troops,” State Department spokeswoman Marie Harf said.

“But you know, frankly, the answer to that question is that there’s a different plan, it’s still underway, and we will talk about it as the policy changes.”
President Obama announced Monday, two days after the Peshmerga and the Iraqi military recapture Tikrit, which has been at the center of a U.S. effort to bolster Iraq’s military.
The president said his administration has been “unwavering” in its opposition to a U.S. ground presence in Iraq and warned that any military intervention from the U.S. could be “contagious.”
“In the end, the people of Iraq are going to be responsible for this mess,” Obama said.
“I will be very clear: It will not be in the best interests of the United States to have a whole bunch of military equipment being pulled in from other countries.”
Obama said any “decision” on troop levels would have to be approved by Congress and then sent to the president.
U.S. military officials have suggested that a U.S. ground force in Iraq would be primarily used to conduct airstrikes and help the Kurds take back territory from ISIS. But some Republican lawmakers are opposed to the strategy and are pushing for a longer-term presence.
